Background: To address the air pollution problem in India, the Government of India through its Ministry of Environment, Forest and Climate Change (MoEFCC) launched ‘National Clean Air Programme' (NCAP) in January 2019 as a national-level strategy to achieve the national level target of 20-30% reduction of PM2.5 and PM10 concentration by 2024. For priority action, 124 cities have been identified by MoEFCC as non- attainment cities due to air pollution levels in exceedance beyond permissible National Ambient Air Quality Standards (NAAQS) based on data generated under National Air Quality Monitoring Programme (NAMP) during 2011-2015. The Central Pollution Control Board (CPCB), the sectoral ministries of Housing & Urban Development, Power, Transport, Petroleum and Natural Gas, New and Renewable Energy and Heavy Industry and Agriculture are actively engaged in implementation of NCAP. At the state and local level, agencies of environment, pollution control, industry and cities are involved. At present, the city action plans of the non- attainment cities are approved by CPCB, and the focus of CPCB and MoEFCC is on the implementation of these plans. To assist the cities with appropriate implementation of solutions in line with their city action and micro action plans, a Technical Agency (TA) is required for developing viable technical solutions for establishing Low Emission Zones (LEZ) at Lingaraj Temple area (EkamraKshetra Heritage Zone) in Bhubaneshwar for improving the urban air quality.
Objectives: The objective of the consultancy services is to prepare a detailed plan for EkamraKshetra Low Emission Zones (LEZ) for improving the urban air quality by incorporating socially/culturally relevant, technically sound and financially viable solutions with relevant measures such as those related to traffic and transportation (pedestrianisation, cycle tracks, EV mobility, non-motorised transport, parking management, signage etc.), replanning of the area (land use plans, urban design), heritage conservation, tourism promotion with environmentally sensitive measures, emission control measures, plantation and landscaping, air quality monitoring, waste management, dust control etc. so as to reduce air pollution and improve air quality in the selected area. The developed plans upon implementation are expected to demonstrate reduction of air pollution and improvement in air quality in the selected area, thereby enabling city to replicate similar measures.
Tasks of the assignment: • Main Task 1: Reconnaissance survey of the EkamraKshetra Zone and Information collection • Main task 2: A detailed plan and design for the proposed EkamraKshetra LEZ • Main Task 3: Capacity building measures for enabling implementation of LEZ
